Penetrating Attack and Sundering attack in-depth
From what I've noticed with these skills, the 2 attack skills are different than most other ranger attack skills(Power shot and Precision shot work the same as Penetrating Attack / Sundering Attack)
Sundering attack and Penetrating attack:
-They remove downtime caused by attacks that shoot at the normal attack rate of the bow (i.e. Prepared shot, Screaming shot, auto attack)
-They always shoot consistently for 1 second, despite the fact that u have ias ( im not 100% positive on this)
-They dont have a downtime (this is like aftercast for spells)
-This attack does more dmg in general than most other attacks on a 60 nonbuffed armored target (this is kinda opinionated)
Along with that, i've noticed the attack rate on flatbows and shortbows go like this-
-They shoot an arrow at 1.5seconds, and have a .5second downtime. Hence ur literally shooting at 2second shot rate (im not 100% positive on this)
Sooooo if i use read the wind and use a flatbow, and i shoot a screaming shot followed by Penetrating attack and sundering attack, ill end up shooting 3 arrows in 3.5seconds + the arrow time to get to target.
feedback on this would be nice

they are affected by ias skills, lowering the cast time further from 1s, they do have aftercast like most skills, they do more damage because thats what the skill does... i dont know where you got "They shoot an arrow at 1.5seconds" because the cast time is ONE second..

like all attack skills with a "cast time", these skills activate in half of the advertised time. for example, dshot/savage/magebane shot all activate in .25 seconds instead of .5 seconds. penetrating and whatnot fire in .5 seconds, instead of 1 second. the only exception to this rule are agonizing and critical chop, with both activate in 1 second no matter what.

Sundering, Penetrating and Quickshot combine into a nice and steady flow of arrows, where the first PA recharges in 3 seconds, nicely matching the activation times of the following Quickshot, Sundering and Quickshot. I'd say that for practical purposes they activate in 1 second.
Normally there is an aftercast, but it seems that the following fixed cast of PA/SA/QS overrides this and fires as normally. As far as I can tell they are not affected by IAS, not that it would matter much.

You'd be better off using a hornbow(10% AP), recurve bow(Lowest Arc), or a longbow(Lower arc than flatbow) with sundering/penetrating/power attack, since the activation time remains the same for all bows.
IAS does work.
